Does RICS, FPWS or P&T membership make a Party Wall Surveyor better?
Short answer
Membership can be relevant, but it is not a statutory qualification and does not itself prove Party Wall competence or guarantee compensation for poor service.

What the Act actually requires
The Act does not require a Party Wall Surveyor to be MRICS, a member of the Faculty of Party Wall Surveyors, a member of the Pyramus & Thisbe Society, or a member of any other professional body. Membership is not the statutory test.
What membership can tell you
Membership may indicate access to professional standards, training, CPD, technical material or disciplinary arrangements. That can be useful information. It does not establish that the individual specialises in Party Wall work or will provide a good service.
Professional discipline is not the same as compensation
A code of conduct or disciplinary process should not be confused with a consumer compensation scheme or with an appeal against a Party Wall Award. The practical protection available depends on the organisation, the person's status, the firm through which they practise, insurance and any applicable complaints or redress arrangements.
What should you consider instead?
Look at the surveyor's actual Party Wall workload, experience with comparable projects, knowledge of the Act and relevant case law, ability to explain jurisdiction and proportionality, fee structure, professional indemnity insurance, complaints/redress arrangements and who will actually handle the file.
Better question: What practical protection does this membership or regulatory status give me if the service goes wrong?
